About Jackie Lowey
Jackie Lowey is known as a creative, energetic, and effective professional who delivers superior quality products and services for her clients. She is the principal of Strategic Consulting, an independent consulting business which provides a full range of strategic services and advice, including: fundraising and prospect research, government and corporate relations, speech and copy writing and editing, policy and program development, meeting facilitation, project management, and event creation and planning. With more than 28 years experience, Jackie has built an impressive network of government, non-profit and corporate contacts throughout the country which she uses ably on behalf of her clients.
Jackie has an extensive background in public policy and management. She served in various senior positions during both terms of the Clinton Administration. From 1997 to 2000, she served as a deputy director of the National Park Service (NPS). Among Jackie’s most significant accomplishments during her tenure at NPS were establishing NPS’ first alternative transportation program, instituting the NPS office of soundscapes, and overseeing the national air tour overflights program. Jackie also worked closely with the Clinton White House on many of its high priority issues.
Prior to joining the NPS in 1997, Jackie was Deputy Chief of Staff for the U.S. Department of Transportation (U.S. DOT), where she served as a senior manager and policy advisor to both Secretary Rodney Slater and Secretary Federico Pena. She also managed the office of Deputy Secretary Mortimer Downey. Jackie joined the Clinton Administration in 1993 as Acting Director of Congressional Affairs for U.S. DOT.
Jackie’s knowledge of the legislative process comes from more than 7 years experience working for Members of Congress and on congressional campaigns. Jackie served as Senior Legislative Assistant to Congressman David Skaggs and managed his Appropriations Committee work. She also served as a Legislative Assistant to Congressman Ted Weiss. In 1988, she left Capitol Hill to return to New York to help run the first congressional campaign for her mother, Congresswoman Nita Lowey. She also worked on Senator Barbara Mikulski’s first Senate bid.
Jackie holds a B.A. in English Literature from Swarthmore College. She resides with her husband, David Kuperschmid, and their two children in East Hampton, New York.
